Battle Pirates Nexus has it laid out exactly what you need to do to utilize it.

Interesting little glitch.  I've never worried too much about if someone knew what was on my fleets or not.  For those that guard that info I can see where this would be disturbing to them, but overall I'd have to say, funny glitch, but not the end of the world.

For those that may feel different, here is what I started to post to the forums, but decided it really didn't need to be put up there:

While this bug lets the "masses" see what is in their friends build list, it is by no means new.  It used to be you could easily do something similar to this on any base you visited assuming you understood how the game does things behind the scenes.  In the past year they made some changes to make it harder to grab that info.  Though you could still use the same trick to view friends data.  Similar you used to be able to get fleet builds if you watched them launch.  That also has been adjusted in the past year.

At the end of the day there are numerous ways to get this type of info.  Kix screwed up reintroducing this one it sounds like, but it happens.  Regression testing is a painful thing, but little by little they are closing some of the old ways I know about to get info like this down.  Still ways to get it, but harder than the old days to be sure.
