Blueprint Teirs, Salvage, and Mine Levels

Blueprint Tiers seem to be the following these days:

• Tier1 - 16 - 23
• Tier2 - 24 - 37
• Tier3 - 38+

Normal Salvage  and Mine levels these days:
1, 3, 7, 12, 17, 23, 31, 40, 51, 71

Elite Blueprint Tiers seem to be the following:

• Tier1 - 23
• Tier2 - 24+
• Tier3 - 38+

Elite Salvage:
29, 37, 45, 55, 65, 75

Not sure why they have a Tier 1 of level 23, since they don't actually have any elite salvage fleets out there, perhaps it is for a future expansion.  For now what this means, level 29 and 37 elites = Tier 2, 45+ = Tier 3 (Hope this clears it up)

So not a ton of new info there except maybe the Blue Print stuff.  First time I'd seen anything on it.
